I fucking love that dress, I never took it off once I got it. If I could mod the game and play through entirely in that dress i would die a happy person.

SFDebris has a good theory about this mission. It was a gigantic insurance scam by Hock. He deliberately allowed them inside and hired incompetent guards because he wanted his stuff blown up.

Think about it.
1. Mr./Ms. Gunn received an invitation even though Shepard's fake reputation was only a few months old at most and not enough to warrant the invitation to a private party of this importance.
2. Hock didn't have Shepard and Kasumi arrested the moment he recognized Kasumi*.
3. He allowed them to put the statue of Saren containing your weapons** next to the vault even though the guards can't scan it and he knows who Kasumi is.
4. That same statue of Saren that you bring is the only gift I can think of that gets left outside the vault door***.
5. One guard leaves a datapad in full full of everyone noting that they can't sneak away because their superior is a tyrant.
6. Two guests loudly speak about which room is Hock's despite it not being artistically interesting****.
7. These guards apparently can't hear gunshots over the music. The soft, calming, not-at-all loud music.
8. They don't think to keep guards in the vault or even the door to the vault.
9. The guards don't get suspicious at the idea that their tyrant superior would want one of the guests to get private, unattended access to Hock's room.
10. The security system doesn't send out an alarm the moment power to the vault door gets cut.
11. Then Hock sends guards in shooting. In the same room as his priceless treasures.
12. Along the way Hock makes it clear multiple times that he plans to torture Kasumi to death*****.

The only way you can follow that and still believe that the mission has good writing is if Hock actually WANTED all of this to happen. Without that there is no way a real warmongering, paranoid rich S.O.B. would behave this way.

*Yes that would have been embarrassing but far less dangerous than shooting up the vault room (see my point at 11).
**Even though it really doesn't make sense to bring enough weapons to wipe out a battalion if you're going for a covert burglary. The entire point of the plan was to get in and out without anyone knowing, bringing weapons didn't help do that and ran the risk of being detected. In fact, going by in-game logic and not SFDebris/my logic, it was bringing those weapons that GOT them caught. Without it Hock would never have gone outside, seen Kasumi and sent his guards after them. So yeah, everyone who died and the great danger you were in (real nice having a combat mission with a gunship and waves of enemies and only Kasumi for backup) was entirely Kasumi's fault.
***Obviously all the others were put inside the vault or at some security station. Hock wanted the Saren statue at the vault door in case Kasumi needed it to break into the vault.
****Obviously plants by Hock to tell Shepard and Kasumi which room they needed to break into to get his DNA.
*****Subtly encouraging Kasumi to not surrender despite overwhelming odds and increasing the damage he claim insurance on.

Sure, why not? The Council probably couldn't get anything concrete on him so they started looking at his taxes and he faked his death to get away from it. I bet a huge amount of his assets were liquidated hours before the attack and were transferred to the account of a Mr. 'Hoque' somewhere in the Terminus systems. After that the Council auditors were left shaking their heads and cursing the idiots who shot up the place.

Because, let's face it, it's still more plausible than what we're told in the game. After all he claims to have a fleet of gunships but he only bothered to bring one to the fight? He piloted it himself? He randomly shot at them and then flew off leaving his people without close air support instead of flying in closer and shooting Kasumi and Shepard up?
